(DHAMAN) was established based on a decree with a princely desire within the development plan of the State of Kuwait, a plan to provide the highest level of health care services.
HEALTH ASSURANCE HOSPITALS COMPANY (DHAMAN) was established by a Ministerial Decree, as part of the development plan set forth for the State of Kuwait.
It is structured as a public-private-partnership (PPP) entity, with a pledged capital of KD 230 Million held by Kuwait Investment Authority and Public Institution for Social Security at 24%, Arabi Holding Group at 26% and 50% of shares to be allocated to Kuwait’s nationals.
Dhaman’s main objective is to be the first private healthcare company in Kuwait and the GCC to adopt world class healthcare standards.

Health Assurance Hospitals Company was established to provide healthcare services to a large segment of Kuwait’s residents. That comes within the development plan adopted by the Kuwaiti Council of Ministers. We, the Board of Directors are keen to ensure the success of this project, and to properly launch it in accordance with the best international standards approved for the health care services.
For this purpose, we sought the best international expertise for advisory services in order to take advantage of successful international experience. We also contracted international consulting offices with presence in the Gulf area to provide consulting and design services in line with the modern methods gleaned from the International health sector to design a system fit our local requirements and traditions.
We, at Health Assurance Hospitals Company are aware of the challenges we face considering we are one of the mega-projects within the Governments development plan; in addition, we are the first-of- its-kind healthcare company in Kuwait as well as the Gulf Cooperation Council countries (GCC) to set up a Healthcare Management Organization of this magnitude. We face expectations from various relevant parties, however we believe in our ability to adopt this role, to succeed in providing the best healthcare services to our patients and customers, and to accomplish this challenge on behalf of our customers and shareholders.

Dhaman operates across multiple sectors, including the medical operating sector, which provides primary and secondary health care services, the import and export of medicines, and the enterprise sector which constructs, designs, operates and manages medical facilities, hospitals, clinicsand the financial and insurance sector that carries out health insurance activities as well as training, consulting, information technology and communication services.
Mr. Al-Sanea holds a BSc. in Economics from Kuwait University; combined with more than 33 years of experience in government and public sector management. He has partaken in the presidency and membership of privatization committees and is an executive board member of various banks and corporates. Mr. Al-Sanea has played a lead role in establishing Public Private Partnership (PPP) entities and firms such as Warba Bank, Media City Company in addition to the privatization of Kuwait Airways and Kuwait Stock Exchange. Currently, Mr. Al-Sanea serves as an executive board member of Bahrain- Kuwait Bank, Tri International Consulting Group(TICG) and as the Director of the Kuwait Authority for Partnership Projects.
Mr. Al Maousherji has a combination of BSc. in Industrial Engineering from Boston University and an MBA from Colombia University. Nevertheless, he has over more than 30 years with geographically diversified experience across Kuwait, USA, UK and Spain and by industry including investment banking, trading and services. Currently, Mr. Al Maousherji holds the following positions: the Chairman of Al Maousherji Catering Company (McDonald’s Kuwait) which operates a network of more than 70 branches; the CEO of Arabi Holding Group which operates in varied activities including oil services, engineering, general trading and contracting, information technology, customer relation management, medical equipment and instruments, agricultural and environmental equipment and instruments and financial services. Finally, it is good to mention that Mr. Al Maousherji has a previous experience of working with the Kuwait Investment Authority (KIA) and has served on the executive board of many companies owned by the KIA. He is also an active member of a plenty of professional associations and organizations.
Member and General Secretary
Mr. Madooh, has a B.Sc. in Business Administration with major in accounting from Kuwait University; he has over more than 30 years of experience working in the private and public sector. His career is based on integrated experience of management, audit, investment, trading and consulting. He has extensive experience in financial and management restructuring, in PPP projects and Strategic Planning where he is positioned as one of the unique regional expertise in Offset programs, with more than 40 work papers on Offset programs and applications during 1993-2013. Currently, he is the Director of Mashoura International Consulting where he has held the following positions: President and Board member of the Al Roubaiia Stock Exchange Brokerage, General manager of Capital Standards Credit Rating Agency and has worked with the Ministry of Finance in different positions concluding with/as the CEO of Kuwait National Offset Company.
Dr. Abdulrahman is a Ph.D. holder in Commercial Law from Exeter University, UK. He is considered as one of the landmarks in the legal system in Kuwait due to his practical experience and his research papers published in local and international periodicals and books. Dr. Abdul Rahman, in addition to his academic career as assistant professor at Kuwait University department of Law, works as the head of legal department in KIA, the Chairman of VIVA GSM Operator, board member of Warba Bank. Nevertheless, Dr. Abdul Rahman was a board member of Kuwait National Offset with other executive positions within leading local corporates whereas, he worked as legal advisor for the National Authorities of Civil Aviation from 1998 to 2005.
Member and Chief Executive Officer
Dr. AlSaleh has a Ph.D. in Healthcare Management and Policyfrom University of Surrey, UK, Masters in Management in Healthcare form Imperial College Business School - University of London, UK and MBChB from Liverpool Medical School. Dr. AlSaleh, has more than 15 years of practical experience in the Healthcare industry with thorough understanding of managing the health sector, setting general policies, business development, planning and strategic planning for health services. He gained local and international experience with both private and public sector and has worked in Kuwait and UK on major government projects and leading health sector initiatives, corporates and service providers. Before joining Health Assurance Hospital Company as CEO and Board Member, he has worked for the Ministry of Health in Kuwait as the head of the Office of International Agreements which is responsible to develop international affiliation aiming to transform knowhow and improve sector performance. Finally, Dr. AlSaleh has served as a lecturer in Public Health and Healthcare Management and Policy with Kuwait University.
Dr. Al-Sahlawi obtained a degree in Emergency Health and Family Medicine from University of McGill, Montreal, Canada. Dr. Al-Sahlawi has long administrative experience additional to his medical specialties in emergency and family medicine. He has held various positions at the Ministry of Health for more than 35 years, he was the head of the emergency department at Mubarak Al Kabir and Al Adan Hospitals, he also headed the central department for technical affairs in 2006; in 2007 he became the Assistant Undersecretary for technical affairs at the Ministry of Health up to 2012 after which date he is the incumbent Undersecretary. Dr. Al-Sahlawi is an active member on many vocational and professional associations and has published many research papers in international periodicals.
Known to many as an outstanding investment talent in Kuwait, Mr. Al-Rashedi has long experience adding up to more than 35 years. He has high skills in financial analysis, investment, asset management, and investment risk. He gained his experience from his work in General Authority for Investment which lasted 20 years. In addition, he occupied another position as Chairman and Executive Director of Kuwait Investment Office in London – United Kingdom from 2003 to 2012. Currently, Mr. Al-Rashedi is the Executive Director at Al-Asas Holding Group. Previously he was a member of the Management Boards of many great companies and institutions in and outside Kuwait such as the Kuwait Investment Company (KIC), Kuwaiti Tunisian Bank and National Development Bank. He is also a member of the European Economic Commission – European Union, and American Economic Association. Mr. Al-Rashedi holds a Bachelors in Economics – Management and Organizing from Kuwait University.
